Pemugaran Berbasis Ketahanan dan Manajemen Konstruksi di Pura Pakualaman Yogyakarta

Abstract

Penelitian ini berangkat dari permasalahan kompleks pada bangunan bersejarah yang masih berfungsi aktif, di mana kebutuhan pelestarian nilai historis harus sejalan dengan peningkatan ketahanan struktur dan efisiensi pengelolaan pemeliharaan. Tujuan utama penelitian ini adalah mengembangkan model pemugaran berbasis ketahanan (resilience-based restoration) yang terintegrasi dengan manajemen konstruksi berbasis risiko guna menciptakan sistem pemugaran yang adaptif, partisipatif, dan berkelanjutan. Penelitian menggunakan metode mixed methods melalui studi kasus Pura Pakualaman dengan tahapan: dokumentasi dan wawancara, pengujian non-destructive test (NDT), penerapan green retrofit berdampak rendah, serta analisis prioritas intervensi menggunakan metode Multi-Criteria Decision Making (MCDM). Hasil analisis menunjukkan bahwa komponen kuda-kuda dan penutup atap merupakan elemen paling kritis yang memengaruhi ketahanan struktur, dengan intervensi seperti perbaikan atap, penguatan sambungan, dan perbaikan drainase berhasil menurunkan fluktuasi kelembapan hingga 12% tanpa mengubah karakter visual bangunan. Penerapan MCDM meningkatkan efektivitas pengambilan keputusan, sementara sistem Quality Control (QC) dan keterlibatan pemangku kepentingan memperkuat tata kelola pemugaran. Kesimpulannya, model integratif yang dihasilkan terbukti efektif meningkatkan ketahanan fisik, efisiensi manajemen, dan penerimaan sosial, serta berpotensi diterapkan pada situs cagar budaya lain dalam kerangka smart, green, and resilient heritage management.
